Ferruge sounds good to me. FHs have been a common site this spring out in the Utah west desert, aka Ferrugistan. I've been watching them for hours lately and can imagine one fitting this silhouette. The trailing edge of the wings is usually straighter around the secondaries, but when tucked in a glide I think they might bulge a bit like this picture. The tail seems about right- not too long or wide, and kind of squared off. The head and beak is the thing that jumps out on this quiz; even though it's kind of extreme (maybe the way photoshop cropped it out?), I can't imagine anything making this shape other than a Ferruge's flat, wedgie forehead. Maybe a skinny young Bald Eagle taken at a weird angle, but doubtful. All that said, it could be some raptor most of us never see, like a ZONE-TAILED!
